The state policies on handling a crisis like hostage taking was stated on the manuals and protocols on PNP. The common policy stated on the manual is to negotiate with the hostage taker.  It also said that the coverage of crimes in progress or crisis situations such as hostage-taking or kidnapping "shall not put lives in greater danger than what is already inherent in the situation." The Swat team strategies: (1) Negotiation/ talking to the hostager’s concerns (2) tried to tie a rope around the door, connect it to the truck and drive fast but it didn’t work. (3) tried going inside the bus through an emergency door but Mendoza tries to shoot them. (4) a sniper was able to shoot Mendoza but it is too late, multiple hostages were killed, and one civilian was struck by a stray bullet.
According to analyst through next media I saw, for them the police and the state responded on the incident incompetently. For them, the police bugles the crisis. According to them, opportunities to take out Mendoza by sniper missed. Sniper should shot Mendoza on sight. The police failed to control media and reporters. TV cameras should be kept off scene. SWAT team botched the bus entry. They should have cut a wire underneath the bus, and it will quickly release the bus door. Chief executive of Hongkong cannot reach the Philippine President Benigno Aquino III during the crisis.
            For me, the state should handle the situation in a way what the experts just stated. Mendoza was just asking for a little favor, hence he can be negotiated if the state acted accordingly. The less trained police men should be well knowledge on how to handle such cases.
